Wahana Visi Indonesia (WVI) is a Christian humanitarian organization that serves and collaborates to empower the most vulnerable children, families, and communities through community development, advocacy, and emergency response to create sustainable transformation without discrimination based on religion, race, ethnicity, or gender.
In order to strengthen accountability, program learning, and reporting to donors and stakeholders, WVI invites individual consultants or consulting firms to support the implementation of the Endline Evaluation and Final Learning Documentation of the MARVEL SEA Project (Mangrove Adaptive and Resilient Village for Enhanced Livelihoods by Adopting Sustainable and Environmentally Friendly Aquaculture) implemented in Surabaya, East Java.
This evaluation aims to assess program achievements, outcome-level changes, emerging impact signals, program sustainability, and to generate strategic learning for future program development.
Review project documents (proposal, logframe, baseline, etc.)
Develop evaluation methodology and evaluation matrix
Prepare sampling plan, data collection tools, and workplan
Establish analytical framework including contribution analysis and learning
Conduct data collection (KIIs, FGDs, field observation, etc.)
Perform data verification and validation
Analyze quantitative and qualitative data
Prepare preliminary findings and presentation
Develop draft and final endline report
Facilitate validation session of evaluation findings
Prepare learning documentation and scale-up note
Develop executive summary and presentation materials

Learning and Scale-Up Note
All deliverables must be evidence-based, triangulated, and meet donor reporting standards.
Minimum 8–10 years of experience in evaluation of development or community empowerment programs or related fields
Proven experience in conducting endline/final evaluations for donor-funded or international organization programs
Strong understanding and experience in mixed-method evaluation, including contribution analysis and outcome harvesting
Technical experience in environment/coastal (mangroves), livelihoods, community resilience, GEDSI (Gender Equality, Disability, and Social Inclusion), or governance is an advantage
Strong quantitative and qualitative data analysis skills
Excellent report writing skills in English (donor-ready reports)
Experience conducting field research and facilitating FGDs/KIIs in Indonesia
Strong understanding of safeguarding principles, research ethics, and do-no-harm approaches
