A. Background
Wahana Visi Indonesia (WVI) is conducting the Annual Impact Measurement Plus (AIM+ FY26) Baseline study across 17 Area Programmes (APs), covering the four Outcome (OC1–OC4) of the Integrated Programme Framework (IPF), Goal-level indicators, the Child Result Framework, Future Ready Sponsorship (FRS), and Monitoring Indicators. Following data collection, cleaning, and analysis — managed by a separate data analysis consultant — the AIM+ results need to be communicated effectively to a range of stakeholders. This TOR covers two interrelated outputs: • Infographic Production — results summaries per Outcome per AP in a print-ready format with an attractive and easy-to-understand presentation, compliant with WVI brand standards, designed for donor briefings, government engagement, community communication, and internal programme management. • Sustainable Power BI Dashboard & Data Repository — a reporting infrastructure that also serves as an Indonesia-context data repository. The dashboard is designed so that in subsequent AIM+ cycles the data can simply be updated (as long as no new indicators are added) without rebuilding the visualisations. It also serves as a recommended, consistent way of presenting results across.
B. Objectives
This consultancy has two primary objectives:
1. Infographic Production — Produce high-quality, print-ready and digital infographics with an attractive and easy-to-understand presentation, per Outcome per AP, presenting key indicator results, sex disaggregation, RC vs. Non-RC comparison, and Direct vs. Indirect participant comparison.
2. Sustainable Power BI Dashboard — Build a Power BI dashboard that functions both as a results presentation tool and as an Indonesia-context data repository, which PEARL/MEAL staff can update independently each AIM+ cycle (as long as the indicator structure does not change), without rebuilding the dashboard or re-engaging the consultant.
C. Output B: Sustainable Power BI Dashboard & Data Repository
The consultant shall build a Power BI report (.pbix) that serves as the AIM+ results-presentation dashboard and as an Indonesia-context data repository. The dashboard is designed to be sustainable: in subsequent AIM+ cycles, as long as no new indicators are added, the data is simply updated rather than rebuilt. Key requirements: Navigation structure & layout (per WVI reference) The dashboard uses a top-tab navigation structure, aligned with the WVI reference dashboard, with the following minimum tabs:
• Goal — goal-level indicators (e.g. proportion of households with alternative/diversified income sources).
• Child Result Framework — child results indicators.
• FRS (Future Ready Sponsorship) — sponsorship indicators.
• Monitoring Indicator — monitoring indicators.
• Outcome 1, Outcome 2, Outcome 3, Outcome 4
The left-hand filter (slicer) panel must include at minimum: Fiscal Year, Region, Country, Location, RC Family, Sex, and Direct/Indirect — consistent with the WVI reference dashboard, enabling users to dynamically filter results across all pages. Dashboard Reference:

D. Handover & training
• A data-update guide in Bahasa Indonesia (max 15 pages, step-by-step): file replacement procedure, manual refresh steps, common troubleshooting.
• One recorded online training session for the PEARL/MEAL team.
• The complete .pbix source file and all assets handed over to WVI with full ownership rights. NOTE: This Power BI dashboard is the local layer / Indonesia-context repository. It does not replace the global dashboard managed by the Global Centre; the two are complementary. The dashboard structure follows the WVI reference example provided.
