In 2026, the Government of North Halmahera Regency issued Regent Regulation No. 38 of 2026 on the Literacy and Numeracy Roadmap. This initiative is the result of collaboration among key stakeholders through the KREASI programme (Kolaborasi untuk Edukasi Anak Indonesia).
The Roadmap aims to provide a policy framework and action priorities that will serve as the foundation for the local government in developing programmes from 2026 to 2030. Strategic collaboration and the commitment of stakeholders to follow the Roadmap as set out in the Regent Regulation are crucial to achieving a future generation of North Halmahera that is resilient, productive, and responsible.
“This is already very clear. The strategic interventions for learners, as well as for the systems and institutions that support them, are clearly defined, and the division of responsibilities regarding who does what has also been clearly established. The question now is whether we are willing to follow this path or not. This is a roadmap, a map towards change, a route that guides us all towards the progress of this region. A region with advanced human resources begins with improvements in literacy, numeracy, and character education,” emphasised the Deputy Regent of North Halmahera, Dr Kasman Hi. Ahmad, S.Ag., M.Pd.
The implementation of the KREASI programme in North Halmahera has now entered its second year. As the implementing partner, Wahana Visi Indonesia (WVI) is supporting 44 primary schools and Madrasah Ibtidaiyah across seven sub-districts.
The second year of KREASI implementation will involve stakeholders throughout the education ecosystem. At the school level, the programme engages headteachers, teachers, and School Child Protection Teams (PAS). At the cluster level, it involves Teacher Working Groups (KKG), Headteacher Working Groups (KKKS), and Madrasah Headteacher Working Groups. At the regency level, stakeholders include the Regional Development Planning Agency (BAPPEDA), the Department of Education and Culture, the Ministry of Religious Affairs Office, the Department of Women's Empowerment, Child Protection and Family Planning (DP3AKB), as well as other relevant government agencies.
KREASI (Kolaborasi untuk Edukasi Anak Indonesia) is a programme funded by the Global Partnership for Education, and developed together with the Ministry of Primary and Secondary Education, Ministry of Religious Affairs, National Development Planning Agency through Save the Children with partners in the collaborative consortium Mitra Pendidikan Indonesia (MPI). KREASI aims to improve the quality of education by strengthening teaching, learning, and student development. In North Halmahera, the implementation of the programme is conducted by Wahana Visi Indonesia (WVI).
