WVI and European Union Work to Develop BUMDes in NTT
Wahana Visi Indonesia (WVI), with grant support from the European Union, launched the ENVISION (Enabling Civil Society for Inclusive Village Economic Development) project today October 8, 2020. This Rp16.6 billion grant program aims to strengthen the existence of civil society organizations in managing village-owned enterprises (BUMDes) in three regencies in East Nusa Tenggara (NTT), namely East Sumba, South Central Timor, and Kupang. The project also encourages the involvement of women and young people in the management of village funds to achieve gender-responsive planning and budgeting.
The launch event which was held virtually was also attended by the Ambassador of the European Union to Indonesia, H. E. Vincent Piket, Regent of East Sumba, Gidion Mbiliyora, National Director of Wahana Visi Indonesia, Doseba Tua Sinay, Director of the Alfa Omega Foundation, David Fina and the media. In collaboration with the Alfa Omega Foundation, the ENVISION project will assist 50 villages: East Sumba (15 villages), South Central Timor (15 villages) and Kupang (20 villages). The project will last for 42 months (3.5 years) from 2020 to 2023. For 3.5 years, various trainings will be provided for 50 civil society organizations, 50 BUMdes, 250 village facilitators, provincial, regencies governments, and village.
The ENVISION project targets BUMDes because the good management of BUMDes can improve the welfare of village community. The ommunity participation in the use of Village Funds, especially through planning and management of BUMDes is expected to increase. Then, it will be outlined in a Regional Regulation or Village Regulation regarding the supervision and management of BUMDes, including gender mainstreaming indicators.
“The target of ENVISION project is to encourage the participation of women and young people in the management of BUMDes, as well as strengthening the capacity of local governments in implementing and supervising the management of BUMDes and Village Funds. We encourage this to be included in village regulations, which are an important indicator of achievement to ensure long-term sustainability. Moreover, the increase of citizen participation in management and supervision can bring welfare to all,” said the National Director of WVI Doseba T Sinay.
