Wahana Visi Indonesia’s ‘Increasing the Leverage of Inclusive Markets Across Indonesia (INCLUSION)’ project supported by the Australian Government through the Australian NGO Cooperation Program (ANCP) aims to increase the economic empowerment of smallholder farmers and vulnerable households in Eastern Indonesia through inclusive market systems development (iMSD) which enables the poor, women, and people with disability to gain benefits from an inclusive market system. It will target East Nusa Tenggara, Central Sulawesi and North Maluku provinces. The project will focus on facilitating changes in market systems to make them more inclusive to poor farmers, recognising the different ways that men and women experience the market system.
Building on the lessons learnt encountered in the ‘More Income Generated for Poor Families in Indonesia (MORINGA)’ project supported by ANCP from 2017-2022, INCLUSION will address the gender gap issue through the implementation of Women’s Economic Empowerment (WEE). The project will contribute to addressing three of the WEE domains: economic advancement, access and agency while addressing attitudes towards social and gender norms by working in two pathways, market system level and household level.
Further, the project will encourage equitable systems, including working with faith and community leaders to enable these groups to participate and benefit from more inclusive markets. By developing solutions through commercially viable business models, benefits promoted by the project can be sustained beyond the project and expand to reach more poor and vulnerable farmers. INCLUSION will maintain its interventions that have had positive environmental impact such as biofertilizer and drip irrigation to contribute to green growth. It will promote environmental protection through its business models to incentivize the private sectors to take part in the implementation. The project will also promote the use of organic fertilisers in the new targeted areas. This organic fertiliser can be applied to various kinds of plants, both short-lived (vegetables or annual crops) and long-lived (trees), to contribute to the green growth economy.

Technical Requirement

The consultant team required having:

  1. At least 5 years of experience in in conducting survey design and quantitative/ qualitative data collection
  2. Technical expertise in data collection and analysis software (KOBO, ODK, SPSS, SAS, NVivo and similar packages)
  3. At least 5 years’ experience in program design, evaluation and review of inclusive Market System Development projects
  4. Experience in applying disability-inclusive and/or gender inclusive approaches is strongly preferred
  5. Strong experience in presentation of findings and facilitation of workshops
  6. Excellent and demonstrable writing skills in Bahasa Indonesia and English, with ability to write concise and accessible analytical reports in English.
  7. Ability and experience working remotely and conducting evaluations through virtual means
  8. Experience working for Wahana Visi Indonesia, World Vision Australia and or DFAT / ANCP funded projects (desirable)
  9. Proven capacity to communicate and work effectively with marginalised community members, including people with disabilities

Instruction to Bidders

The interested Consulting firm/Consultant will have to produce both a technical and a financial proposal based on this ToR and submit the same to the National Office by 14 Augst 2023, as per the guidance below:

  1. The deadline to submit your bid is set on the 14 Augst 2023.
  2. Bid should be submitted in English and include the following:

Technical offer including the following:

  • Proposed methodology (not exceeding 5 x A4 pages)
  • Detailed proposed workplan
  • CV of the consultant firm (if relevant) (not exceeding 2 x A4 pages)
  • Roles and responsibilities of evaluation team member (including level of effort)
  • Summary CV of evaluation team members detailing similar experience (not exceeding a quarter A4 page per team member)
  • Full CVs in annex (not exceeding 3 x A4 pages per CV)
  • Samples of previous similar pieces of work (not exceeding 2 pieces of work)
  • Contact of references (2 references minimum to be provided)
  • Detailed financial offer in Indonesian Rupiah currency describing consulting fees, national travels, costs of facilitators, transport, travel and accommodation
  • Written confirmation of availability during the indicated timeframe
