Background

In Indonesia, fractured agriculture supply chains, deforestation, excessive crop residue burning, limited access to markets and vulnerability to climate shocks and stressors limit agricultural productivity and the potential for Climate Smart Agriculture (CSA) uptake (World Bank). Despite this, there is a national policy focusing on adopting more sustainable systems, private sector buy- in for the socialization of climate information service technologies, and improvements in land management techniques.

World Vision, Wahana Visi Indonesia, the Chronic Poverty Advisory Network (CPAN) at IDS, and ODI are leading a study on the opportunities and barriers to the adoption of CSA. The project intends to increase understanding of the CSA policy ecosystem and implementation globally. The project seeks to strengthen evidence-based research on CSA trends, incentive mechanisms, initiatives, and implementation. The project will start from an understanding of farmers’ strategies, (drawing attention to requirements for farmers including education, access to public extension and suppliers, and regulatory or other policy and program enablers, and considering how this varies across groups of smallholder farmers depending on characteristics such as poverty, gender, and social inclusion). This will be complemented by an assessment of stakeholders affecting incentives and the enabling environment for CSA uptake in global/national agricultural value chains, highlighting the policy and regulatory environment, private sector actors and links, social movements, and civil society. We will investigate their interactions to better understand trends, values, motivations, and obstacles. The following three case studies will be conducted within this environment.

Qualification:
The core consultant team should be at least 6 people (3 researchers & 3 research assistants) with these following qualifications:

  1. Advanced academic degree in social sciences, agriculture, or related disciplines.
  2. Experience leading qualitative social science research on agriculture, including primary research with farmers in Indonesia, preferably in Sulawesi.
  3. Demonstrated knowledge of climate smart agriculture.
  4. Demonstrated experience conducting focus group discussions and in-depth interviews with poorer and women farmers using rigorous qualitative research methods.
  5. Strong writing skills and demonstrated experience of high quality, detailed interview write-ups.
  6. Demonstrated ability to understand and communicate farmer perspectives.
  7. Experience working on gender and social inclusion with knowledge of how to adapt research approaches to account for social factors.
  8. Fluent in English and Bahasa Indonesia.

Prospective consultants are not required to submit research proposal to apply for this bidding, only:

  2. Sample of previous works (preferably in English) and
  3. A budget proposal, including for field data collection logistics and travel costs, hiring transcribers and translators.
