Holistic Nurture of Children (HNC) Project is implemented in 6 Area Programme since October 2021 until September 2023. Then, This project implemented in 8 Area Programme since October 2023 until this project end. There are limitations in the implementation of this endline research as an overall evaluation of HNC implementation. These limitations stem from changes in AP at the beginning of the project, which initially consisted of 6 AP and increased to 8 AP since 2023. This change resulted in the reduction of 1 AP, namely South Nias AP, and the addition of 3 new AP, namely South Bengkulu AP, Parigi Moutong AP, and Mini AP. In this endline evaluation research, the focus will be on the 8 APs that began in 2023 as the research area and subject to examine how the project framework can impact children's spiritual nurture and parenting patterns that restore relationships between children and their parents, faith leaders, and peers. This project aims to let children in faith communities have positive and caring relationship with families and communities allowing thriving spiritually, socio-emotionally and physically. The intervention will be carried out through an approach increasing the capacity of parents/caregivers and children's adolescent groups in the spiritual, social, emotional and psychological aspects of children. Theory of Change (ToC) of this project is part of Let the Children Come Initiative (LCC) - World Vision to engage 20 millions of children, youth, adults in three global regions (14 countries). The LCC framework follows three unifying, interrelated, and cross-cutting themes and modes of being that are biblically and theologically.
Refers on explanation above, Wahana Visi Indonesia currently undergo in needed of consultant consist of the Qualifications The following is a suggested list with regards to the capacity and background of the local consultant :
a. Has comprehensive and significant years of experience in conducting research and evaluation for different projects and programs, preferably related to or similar to the HNC Project.
b. Has experience in designing and conducting evaluation studies including framework design, data analysis design, data entry, data analysis, report writing and presentation of findings to the client.
c. Has the required team and resources within their own organization to be able to do the work required by HNC Project.
d. Has good reputation and background; has worked with preferably INGOs, NGOs with similar work to WV; previous clients report positive feedback and satisfaction on the work produced by the consultant.
e. Understands and is familiar with the work and background of World Vision, with WV Indonesia. Or is willing to commit time to fully understand the work of WVI and the HNC Project.
f. Understands OR has some background on OR is willing to commit time to understand Transformation Development, Faith and Development, Parenting Programs, spiritual nurture of children.
g. Has preferably worked with WV Indonesia before in other research and evaluation initiatives and has performed well, met and satisfied the expectations of WV Indonesia. IF not worked with WV Indonesia, has good reputation and other INGOs/NGOs who have worked with them can provide good feedback on their output.
h. Will be able to review, thoroughly study, understand and be very familiar with the LCC Rolling Baseline Field Guide document. In your discussions and assessment with the potential consultant, the consultant will be able to show (after some time of review/study) their understanding of the document which includes the following; LCC Main Initiative Outcomes, Rolling Baseline Methodology and Framework for Monitoring & Evaluation of LCC Parent Programs, Sampling of Targeted Population, Child Well-being Outcomes and Indicators by child age and BBB Outcome domains, the Implementation Context, Pretest/Posttest and 6-month follow evaluation design for each completed parent program cycle, Tools by Program Targets and others. i. Studies and understands the models or approach used by HNC Project for the parenting program, in this case, the main is Celebrating Families Module and the contextualized Parenting with Love Module, PDC.
j. Willing to present sample of their research work that shows in-depth and comprehensive analysis work and excellent report writing.
k. Analyzes and interprets data collected by the HNC Project team, prepares data for the validation process. Has significant experience in using rigorous analysis approaches/methods and tools in their previous research and can discuss and explain this to the HNC Project team, and they can recommend the appropriate methods required by the evaluation.
l. Has used or is familiar or can work with mobile data collection applications such as KOBO Toolbox.
m. Reviews, studies and understands how data was collected in Evaluation 2 (T1, T2 and T3) including the survey tools used.
n. Participates in consultation meetings with HNC Project team and listens to feedback and recommendations.
o. Documents the reflection process.
p. Has excellent report writing skills. Writes the full report and the Executive Summary, prepares all attachments. Makes changes and improvements on the report based on feedback and recommendations from the HNC team.
