Request Expression of Interest for Evaluation Consultancy Services for FinWASH4UC Project

The Financing WASH for Universal Coverage (FinWASH4UC) Project is one of Wahana Visi Indonesia's projects that operates in the health sector, advocating for the fulfillment of Drinking Water and Sanitation targets at the national and sub-national levels from FY 2022 until FY2025. The FinWSAH4UC project aims to improve financing systems and monitoring to reach the WASH universal coverage goal in 6 districts (Ende, Nagekeo, Ngada, Melawi, Sekadau dan Sintang), and 2 provinces. This includes:

  1. Develop/improve financing WASH infrastructures and sustainable services model
  2. Develop/improve financial accountability system and piloting
  3. Develop a WASH investment partnership

The project is being implemented at the national and district level collaborating with the Indonesian Ministry of National Development Planning (Bappenas) as the leading partner at the national level. The project also collaborates with the Ministry of Health (Kemenkes), Ministry of Internal Affairs (Kemendagri), Ministry of Public Works and Human Settlements (Kementerian PUPR), and other institutions (WHO, UNICEF, water.org, etc.). At the district level, the project collaborates with the District Development Planning Agency as the leading (Bappeda), District of Health Office (Dinkes), District of Public Works and Spatial Planning, and District of Housing and Settlement Area (PUPR), and Village Community Empowerment Service (DPMD).

To build WASH planning and financing governance at the district level, the project encourages the development of a WASH Financing Model Roadmap in 6 assisted districts which describes WASH planning and needs at the district level and the availability of a toolkit that can be used by local governments to calculate household scale WASH infrastructure development needs. The financing model roadmap as intended contains planning and financing needs to fulfill WASH access both in the community, health services, and education facilities at the district level.

To encourage a financial accountability system, the joint project with the Ende district government (as a pilot district) succeeded in improving the Village Financial System (SISKEUDES) platform from offline to online. Where this platform is a platform used by the village government to manage village finances from the planning stage to the reporting/accountability stage. With the Siskeudes intervention going online, WVI contributes to supporting budget recording, financial reporting, and monitoring the use of village funds to become more transparent, efficient, and accurate.

The project also ensures that 6 district WASH working groups (POKJA AMPL/PKP) and 2 provincial WASH working groups are active and functional in playing their roles and responsibilities in meeting SDGS target 6, namely access to WASH for universal coverage by 2030.

This Project acknowledges to meet the need for financing WASH access cannot only rely on very limited funds from the Government, therefore together with the WASH working group the project encourages district governments to look at alternative funding opportunities.

Since October 2022, the project has encouraged collaboration between the district government and financial institutions such as Bank NTT, Bank Kalbar, and CU Keling Kumang through microcredit funding. In trying to build this partnership, 1 village in Ende Regency succeeded in accessing micro- credit and as many as 568 water committees, WASH entrepreneurs, and financial institutions received training and institutional strengthening as well as capacity building on how to invest in WASH infrastructures.

In FY 2025, the project will conduct a final evaluation to measure all outcomes and impacts resulting from project interventions, to measure the effectiveness, efficiency, relevance and sustainability of improving WASH governance at the district level. Also, to understand how the project contributes to WASH governance at the district level and to obtain lessons learned and recommendations for future program design.
