Wahana Visi Indonesia’s (WVI) ‘Increasing the Leverage of Inclusive Markets Across Indonesia (INCLUSION)’ project supported by the Australian Government through the Australian NGO Cooperation Program (ANCP) and World Vision Australia (WVA) aims to increase the economic empowerment of smallholder farmers and vulnerable households in Eastern Indonesia through inclusive market systems development (iMSD) which enables the poor, women, and people with disability to participate and gain benefits from an inclusive market system. It will target East Nusa Tenggara, Central Sulawesi, and North Maluku provinces. The project will focus on facilitating changes in market systems to make them more inclusive to poor farmers, recognizing the different ways that men and women experience the market system.
Building on the lessons learned encountered in the ‘More Income Generated for Poor Families in Indonesia (MORINGA)’ project supported by ANCP from 2017-2022, INCLUSION address the gender gap issue through the implementation of Women’s Economic Empowerment (WEE). The project addresses the three WEE domains: economic advancement, access, and agency while addressing attitudes towards social and gender norms by working in two pathways, market system level and household level. Further, the project will encourage equitable systems, including working with faith and community leaders to enable these groups to participate and benefit from more inclusive markets. By developing solutions through commercially viable business models, benefits promoted by the project can be sustained beyond the project and expanded to reach more poor and vulnerable farmers.
INCLUSION promotes its interventions to have a positive environmental impact such as biofertilizers, good agriculture practices (proper chemical input application, terracing, replanting tree, etc. to contribute to green growth. It will promote environmental protection through its business models to incentivize the private sector to participate in the implementation. The project will also encourage using organic fertilizers in the new targeted areas. This organic fertilizer can be applied to various kinds of plants, both short-lived (vegetables or annual crops) and long-lived (trees), to contribute to the green growth economy.
In the third year of implementation, INCLUSION Project will conduct the Mid-term Evaluation to:
- Measure achievement of the project goals and outcome indicators.
- Assess the systemic changes in the market system
- Assess the project impact on GEDSI and Environment-friendly behaviour.
- Provide recommendations for the project strategy improvement.
The Mid-term evaluation will be conducted in January 2025 to June 2025 by external consultant. The preparation has been started since October 2024.
Technical Requirement
The consultant firm required having:
- At least 5 years of experience in conducting survey design and quantitative/ qualitative data collection. Portfolio of past survey design or final report will be valuable.
- Technical expertise in data collection and analysis software (KOBO, ODK, SPSS, SAS, NVivo and similar packages).
- At least 5 years’ experience in program design, evaluation, and review of inclusive Market System Development projects.
- Experience in applying GEDSI approaches.
- Strong experience in presentation of findings and facilitation of workshops
- Excellent and demonstrable writing skills in Bahasa Indonesia and English, with the ability to write concise and accessible analytical reports in English.
- Ability and experience working remotely and conducting evaluations through virtual means
- Experience working for Wahana Visi Indonesia, World Vision Australia and or DFAT / ANCP- funded projects (desirable)
- Proven capacity to communicate and work effectively with marginalized community members, including people with disabilities
